HRI PropertiesDMM & Associates was retained by HRI to assist Woodward Design + Build in development of strategies to increase the percentage of DBE participation on the D. H. Holmes Apartment Project in support of its application for a Restoration Tax Abatement (RTA). The RTA program provides five years of tax abatement for the expansion, restoration, improvement and development of existing commercial structures and owner-occupied residences. DMM’s scope of work included: an analysis of the utilization of locally-owned and controlled businesses on the project.  The analysis included the contract value, performance monitoring of the original DBE goal established for each component of the project, the number of DBEs retained by the project and the contract value assigned to each, identification of the remaining project tasks by trade area that could be performed by a  DBE, identification of contractors on the project with the capacity and/or desire for DBE certification, as well as comprehensive forensic review including a historical review of data, interviews with subcontractors and review of certification databases. DMM was successful in assisting the project obtain the RTA designation within the project’s established timeline.
